What constitutes working from home? whilst living in a council bunglow?

My husband is a gardener, we live in a coucil bungalow and have been informed that he cannot work from home. Well, what does that mean as he goes out to work on other people’s gardens? What are the do’s and dont’s? Are there any loop-holes etc as he cannot afford a unit to work from taking calls etc.
